我国西部地区水土资源匹配模式与政策研究

A study on matching models and policies of land and water resources in West China

摘要: 研究分析我国西部地区水土资源时空分布及其利用结构等现状与问题，指出西部水土资源利用的根本问题不是资源匮乏，而是土地资源和水资源利用结构不合理、时空分布不均和利用效率低等原因造成匹配不当。并提出西部水土资源合理匹配主要模式和政策措施。

Abstract: According to the analysis，the main limitation for resources development and protection in West China is not resources shortage．but is an unreasonable matching of land and water resources．Therefore，models，countermeasures and policies to match land and water resources are given．
