Abstract: The systemic requirement, hiberarchy characteristics and gradual evolution from simple to complex are stated systematically, and the influences of element, structure and environment on the systemic function and evolution of green economy are analyzed also. Finally, it is reported that the substance of the development of green economy is to realize the sustainable development of the compound system of society, economy and ecology and gain the maximal total profits of society, economy and ecology.
