Application of ‘closed-opened coupling’ theory in the eco-economy development of West China

The concept and the main content of the ‘closed-opened coupling’ theory are stated and the policy implication (including investment policy,incentive policy,binding policy and personnel policy) and the practical function of the theory in eco-economy development of West China are analyzed.Finally the measures on the mode of eco-economy construction,JP2the ecological industry,eco-economy zone and the establishment of eco-economy institutions of West China are put forward.
